Try as I will I have never heard a tale or legend about votive candles, in fact for an item as important to civilization as candles about the only thing I have found concerns the history of making them ( and that is amazingly unchanged over time). Although churches use candles - large columns as well as votives - they are not considered holy. For the most part they are used for praying, either asking for favors or for favors to be granted. "I'll light a candle for you" means "I'll pray for you".
